MINUTES OF THE ANNUAL PCSIR BUSINESS MEETING, MARCH 17, 2000

The Post-Communist States in International Relations Section business meeting was called to order by Chairperson Robert H. Donaldson at 5:45 p.m., March 17, 2000. Food and drink were served concurrent with the meeting. Professor Donaldson announced that the section's web page would come on-line around April 1. He requested that members send him information for the web page, including recent activities and syllabi of their relevant courses. His contact information is: Dr. Robert Donaldson University of Tulsa Tulsa, OK 74104 robert-donaldson@utulsa.edu Professor Steve Chan, University of Colorado, is coordinator of the July 2001 ISA China conference at Hong Kong University. The conference is entitled, "Globalization and Its Challenges for the 21st Century." While the dates and other information are tentative at this time, he anticipates that the deadline for submission of papers will be in June or July 2000 (send proposals to steve.chan@colorado.edu). He said that the registration fee would be $100 and that he anticipates that the hotel room would cost about $105 per night. Professor Robert Cutler, filling in for Professor Greg Gleason, 2000 Section Program Chair, announced that the ISA 2001 meeting would be in Chicago, IL in February. At the current meeting the section sponsored 10 panels, and he hoped that next year's program chair could negotiate more panels with ISA for next year. Greg had to reject a few papers because there was no room on the program. He mentioned cosponsoring panels with another section as one means of increasing the section's presence at the meeting. One member of the section suggested employing the section web page as a means of putting panels together. Many people dropped out of this year's meeting at the last minute. Greg wanted to remind people that they needed to make more of a commitment to attend, as he could not replace dropouts at such short notice. It was suggested that panel organizers pay close attention to the proportion of non-U.S. participants on panels so as to preserve the panel in case some of these participants cannot attend (i.e., mixed U.S.-non-U.S. membership on panels). Robert Donaldson announced that June 1, 2000 is the deadline for ISA 2001 paper and panel proposals. He also notified the section that ISA dues and the conference registration fee would be increasing (to $90 registration fee for the conference). He was not sure if section dues would increase. The section's budget balance was $2606.90 at the beginning of 1999 and $2819.90 at the end of 1999, not including the expenditure for this evening's reception. Call for Papers and Panels at the 2001 ISA Convention The 2001 Convention of the International Studies Association will be held in Chicago, Illinois on February 20-24, 2001. The program theme is: "International Relations and the New Inequality: Power, Wealth, and the Transformation of Global Society at the Beginning of the Twenty-First Century."

The deadline for submission of proposals for panels and papers is June 1, 2000.

Panels will normally consist of four papers plus a discussant and a chair; they may also have three papers and two discussants. Roundtables normally consist of five participants.

Proposals must be submitted to the ISA Program Chairs, Mustapha K. Pasha and David L. Blaney, using the submittal form on the ISA website, to be found under 2001 Convention: Call for Papers. (http://csf.colorado.edu/isa/chicago/call.html) Please be sure to include all the information that is requested on the form. Be sure to list PCSIR as the "primary sponsor" of your paper, but you are encouraged to list other sections as possible cosponsors. If for any reason the PCSIR section is not able to use the proposal, we will forward it to the possible cosponsoring section for its use.

The name of the Section Program Chair for the Post-Communist States in International Relations Section is listed below. You are invited to discuss preliminary ideas or send inquiries to him prior to June 1, but please be reminded that your actual proposal must be submitted to the ISA Program Chairs by June 1.

You are also encouraged to use the e-mail discussion group feature of this webpage to announce proposed panels and solicit volunteers for papers, discussants, or chairs from all Section members and other subscribers.

You are reminded that you must not submit panel proposals to ISA Program Chairs without first having checked with all proposed participants to gain their permission.
